摘要:
基于江西省253户农户和134家农业企业调查问卷数据，从生产端、流通端、消费端分析了2020年初新冠肺炎疫情对农业农村造成的负面影响。为保障农村生活的正常有序开展，确保农业生产正常有序进行，降低新冠肺炎疫情对农业农村造成的影响，提出以下应对措施：统筹抓好打赢疫情防控战与“三农”领域重点工作；坚持“科学防治、精准施策”管控“人流”的同时，因应自然规律、市场规律放松“物流”；广泛开展网上在线技术指导和政策宣讲，避免正常的春耕生产受到过度影响；加快科研应急研发，尽早摸清疫情对农业生产和农产品质量安全的潜在影响；加大主要农产品储备调节力度，预防主要农产品市场价格大起大落；缓解禽类养殖企业产品积压滞销压力，保护禽类产品产能；预防早稻播种面积大幅下降，稳住农民种粮信心。
Abstract:
Based on the questionnaire data of 253 farmers and 134 agricultural enterprises in Jiangxi province, the negative impact of the novel coronavirus epidemic on agricultural and rural development in early 2020 was analyzed from the production side, circulation side and consumption side. In order to ensure the normal and orderly development of rural life and agricultural production, and reduce the impact of COVID-19 epidemic on agriculture and rural areas, the following countermeasures were put forward. The epidemic prevention and control work and the key work in the field of agriculture, rural areas and farmers should be coordinated. While the principle of scientific prevention and control, precise implementation of policies and controlling “human flow” was adhered to, “logistics” should be relaxed in accordance with the laws of nature and market. Online technical guidance and policy announcements should be widely carried out to avoid excessive impact on spring farming. Emergency research and development should be accelerated, the potential impact of the epidemic on agricultural production and the quality and safety of agricultural products should be identified as soon as possible. Adjustment for the reserve capacity of major agricultural products should be strengthened to prevent fluctuations in the prices of major agricultural products. In addition, we should protect the production capacity of poultry products by alleviating the pressure of overstocking and unsalable products in poultry farming enterprises. Measures should be taken to prevent the sharp decline of early rice planting area and stabilize farmers’ confidence in grain production.
