本研究以江苏省农业科学院水葫芦资源化利用示范工程为研究对象,运用成本-收益分析法,对利用人工种植水葫芦为氮磷富集载体,能源化、肥料化利用水葫芦,达到消减太湖氮磷污染物的示范工程进行实证研究,测算太湖氮磷去除成本和资源化利用收益,同时运用比较分析法对其他太湖治理工程成本进行比较研究。结果表明,从太湖氮磷的去除成本考虑,江苏省农业科学院水葫芦资源化利用示范工程项目优于无锡市太湖蓝藻水分离站杨湾站工程项目和贡湖湾湿地退渔还湖示范项目。综合考虑氮磷总去除成本,得出太湖氮磷污染物生态补偿标准为每1 t 4.2×104元;补偿的主体是太湖流域各省市县和太湖治理工作领导小组及相关职能部门,补偿的客体是按照自愿原则承担水体污染物去除工作的单位或组织;补偿资金可来源于财政补贴、水污染治理专项资金、生态补偿专项资金。
Abstract:
In the demonstration project of water hyacinth resource utilization carried out by Jiangsu Academy of Agricultural Sciences, resource utilization of water hyacinth which serves as the carrier of concentrated nitrogen and phosphorus was implemented for the removal of nitrogen and phosphorus from Lake Taihu. In this research, the costs of removal and the benefits of resource utilization were estimated by empirical analysis and the eco-compensation of the project was achieved as a result, which was 42 000 yuan(RMB) per ton of N and P. Compensation subjects are governmental organizations of Lake Taihu chean-up, and the objects are the agents taking part in the pollution control. Funding could come from financial subsidy and special funds for water pollution control and eco-compensation.
